We’re run by a board of Texans just like you. Our Board of Trustees is composed of appointed officials and public servants from across the state, all of whom understand the importance of balancing a set budget while providing their employees competitive benefit packages.

Chairman & Chief of Police/Director of Public Works

With his 42 years of public service, Michael Stelly’s goal is an obvious one: to serve the citizens of Texas. Michael does this by saving cities money and making their employees happy with enhanced benefits. He plans to keep the Pool competitive and bolster membership retention.

Vice Chairman & City Manager

After a 20-year career in the United States Air Force, Michael Smith began working in city government twelve years ago. As a City Manager serving on the Board, Michael believes it is important that we fully understand all issues surrounding our cities to bring long-term stability to the Pool and its members.
