Chairman & City Manager

After a 20-year career in the United States Air Force, Michael Smith began working in city government twelve years ago. As a City Manager serving on the Board, Michael believes it is important that we fully understand all issues surrounding our cities to bring long-term stability to the Pool and its members.

Vice Chairman & Assistant City Manager

Joe Cardenas uses his 25-years of experience and involvement with city budgeting processes to have insight into the municipalities we serve when they create their own budgets with limited financial resources. Joe looks out for and speaks on behalf of all our general membership when it comes to providing fair and equitable health care benefits.
